The Territorial Force was an army for home defence and for the first time higher tactical formations were created in the volunteer forces. Each of the fourteen divisions had four (three Field and one Howitzer) Brigades of Royal Field Artillery and a Heavy Battery of Royal Garrison Artillerie. Each of the fourteen Mounted Brigades had a Battery of Royal Horse Artillery.
